Plumb is claiming that you don't legislate to the minority – she is here to assure us that caring for the rights of people in nursing homes is hardly a minority interest. He also says that this bill is redundant, which is not true. There is currently NO law in Mass that mandates that we get a copy of the regulations in clear, understandable language. Here are the facts on why this law is necessary: The Department of Public Health thoroughly researched this issue and found that "from our research, it is clear that Rachel's Aunt Sally was, unfortunately, not the first patient to experience such treatment." In addition, the Department of Public Health concluded that "this legislation was a great idea and a much needed idea."
